What Victorian law actually requires

Under Section 27C of the Residential Tenancies Act 1997, you are only legally required to have carpets professionally steam cleaned at the end of your lease if: (1) the carpets were professionally cleaned before your tenancy started, AND (2) this is recorded in your condition report. If both conditions aren't met, returning carpets vacuumed and stain-free is legally sufficient.
